FUNDAMENTAL RIGHT TO CITIZEN SECURITY AND THE TECHNOLOGICAL IMPACT ON EMERGENCY CALL EMERGENCY CALLS REGIÓN LIBERTAD – PERU

Abstract

Objectives: The objective of the present work is to analyze from the perspective of Citizen Security as a fundamental right that people have, according to the current
political constitution of Peru and the technological impact it would generate, with the implementation of a technological platform called 911 for emergency calls.
Methodology: The right that the human person enjoys to be attended and helped with the implementation of a technological platform called 911 in the field of citizen
security in the Department of La Libertad - Peru, which provides timely attention to telephone calls for help and assistance, in emergency situations resulting from
citizen insecurity, being essential to have measures to ensure the implementation, It is essential to have measures to ensure the implementation, operation and
maintenance of a single emergency, urgency and information center to provide immediate help to any individual whose physical or mental integrity, freedom, safety or
property is damaged, or who needs assistance in the event of an emergency or medical emergency.
Results: Due to the growth and economic boom in the agro-industrial and mining sectors in the Department of La Libertad, including the provinces of Trujillo, Virú,
Ascope, Pacasmayo, Pataz, there has been an increase in the occurrence of crimes and crime, such as extortion, kidnapping, hired killings, homicides, with the emergence
of large criminal gangs that keep the population in fear, making it urgent to implement a technological platform for 911 calls.
Conclusions: With the approval of Legislative Decree No. 1590 by the Executive Power dated December 07, 2023, which approves provisions for the implementation,
operation and maintenance of the single emergency, urgency and information call center through a single telephone number 911 - central 911, whose function is to
provide immediate assistance to any individual affected in their physical or mental integrity, The function of this number is to provide immediate assistance to any
individual whose physical or mental integrity, freedom or security conditions are affected, or whose property or patrimony is compromised, or who needs assistance in
an emergency or medical emergency, through the first-tier entities, is considered as a guarantee of the fundamental right to security and protection of the person, through
the application of technology in a lawful manner
