Transfiguration of Women Leaders in Urban Local Bodies in Tamil Nadu

Abstract

               The political landscape of Tamil Nadu has witnessed a significant transformation in recent years, marked by the increasing presence of women leaders in urban local bodies. This study examines the emergence and electoral success of women representatives in the state, with particular attention to the influence of caste, education, and party strategies in shaping their rise in local governance. The paper also accesses the effectiveness of constitutional provisions and reservation policies in empowering women leaders and promoting gender-inclusive governance at the grassroots level. The study analyzes the multifaceted challenges faced by women representatives in exercising authority and implementing development initiatives, including domination by male counterparts, undue political party influence, corruption, and caste-based resistance. The findings reveal that Tamil Nadu has made notable strides in promoting women’s participation in urban governance, exemplified by historic victories in mayoral and council positions, particularly among women from Scheduled Castes and marginalized communities. Reservation policies and constitutional mandates have provided critical support in ensuring representation, yet their effectiveness is often constrained by entrenched socio-political structures. Women leaders frequently confront barriers such as interference by male relatives, restrictive party hierarchies, corruption, and caste-based opposition, which limit their autonomy and impact on socio-economic development initiatives. The research despite these challenges highlights the transformative value of women leadership in urban local authorities and there is the need to have stronger institutional support, capacity building and socio-political changes that will support gender-inclusive governance within Tamil Nadu.
