Abstract

Building maintenance management plays an important role in ensuring the sustainability of educational facilities, especially in TVET institutions such as
polytechnics in Malaysia. This study aimed to evaluate the effectiveness of a systematic approach in assessing the condition of buildings using the Condition
Survey Protocol 1 (CSP 1) and the Building Condition Assessment Rating System (BCARS) scoring system. Three polytechnics were involved in this study through
visual inspections of mechanical engineering blocks, covering an area of between 10,000–15,000 m². Findings showed that ceiling, wall and door components
recorded the highest defects and contributed to the most critical matrix scores. Pearson and Spearman correlation analyses demonstrated a strong relationship
between the number of defects and repair priorities. The study results support the need for data- and performance-based maintenance strategies, and provide
justification for more focused and high-impact maintenance budget planning for TVET institutions.
