Abstract

The rapid adoption of artificial intelligence (AI) cybersecurity challenges is evolving to different level. With these challenges it is critical to relook the preparedness of current Indian cybersecurity systems. This paper presents a critical assessment of the AI-based cybersecurity governance in India. This assessment is founded on governance gap theory, adaptive governance theory, and the policy coherence framework. The study employed a qualitative and exploratory design. It has to analyses the policy documents and interview of 28 experts including policymakers, cybersecurity consultants, and enterprise IT managers.

It has found that there is lack of institutional expertise, stakeholder engagement, and policy fragmentation, in effective governance. Although, new adaptive processes like CERT-IN advisories and inter-agency coordination, are gradually improving but still insufficient.
